It's 21:40 on a Thursday in week two. Night shift is turning over, the coordinator's laptop has nine NVR tabs open, and the weekly report is due to the TAR manager before the 07:00 stand-up. Somewhere in the last seven days there was a near-miss at the lay-down yard — somebody mentioned it in passing at Tuesday's toolbox talk, second-hand, no incident number. Scaffold went up in two units. A hot-work permit got pulled early on Wednesday and nobody wrote down why. There are 540 contractors on site this week and four of the crews rotated in on Monday.
So you scrub. You guess which camera covers the lay-down aisle, guess the hour, drag the scrubber, back it up, drag it again. Forty minutes later you've got fourteen seconds of footage that confirms what the foreman already told you. Then you still have to write the report — and you write most of it from memory, because there isn't time to do anything else.
That's not a reporting problem. That's a video problem wearing a reporting problem's clothes.
Why It Breaks Down
Nobody sets out to write a turnaround report from memory. It happens because the raw material — the footage — is technically available and practically unreachable inside the window you have to write in.
- Footage volume outruns review time by orders of magnitude: Twenty-four cameras running around the clock for a week produce roughly four thousand camera-hours. A coordinator has, optimistically, two hours to write the report. There is no version of "review the footage" that fits in that gap. The math isn't close, and it doesn't get closer by hiring one more set of eyes.
- Night shift is where the record goes dark: Days get walked, watched, and talked about. Nights get a skeleton crew, fewer supervisors on the deck, and a handoff note. When something happens at 03:00, the only complete witness is the camera — and the camera's testimony is trapped in six hours of mostly-nothing.
- Contractor surge breaks continuity of knowledge: You go from a plant population of a few hundred to 400–600 contractors in a matter of days. Crews rotate. The person who saw the thing on Monday demobs on Friday. Institutional memory has a half-life measured in shift cycles, and your report is supposed to survive longer than that.
- Retention windows close before the question gets asked: The question that actually matters — from a client, an insurer, a regulator, a PSM review — usually arrives weeks after the event. By then the NVR has rolled over, or the drive got pulled and set on a shelf in the trailer, and the answer is a shrug and a memory.
- Reports get written from recollection, not from record: This is the quiet one. The weekly report reads as fact, gets filed as fact, and is built on three conversations and one person's Thursday. It isn't dishonest. It's just what's achievable at 21:40 with nine tabs open.
- Exception hunting has no starting point: "Show me anything unusual in the contractor village this week" is not a query anyone's NVR can answer. You can find a moment if you already know roughly when it happened. You cannot find the moments you don't know about — and those are precisely the ones the report is supposed to surface.
Alerts help with the live half of this. Five of them belong on every TAR from day two, and we've written about that separately: five alerts every turnaround site should be running by day two. But an alert fires in the moment and then the moment passes. It does not write your Thursday night report.
What Actually Works
Long-video summarization is a model reading hours of recorded video end to end and producing a written, structured account of what happened in it — organized by event, timestamped, and short enough that a TAR coordinator will actually read the whole thing. Not a clip. Not a heat map. A report.
That's the fourth module on the Clover IQ Vision platform, and it's the one that changes what Thursday night looks like. The product copy is deliberately plain: condense shift-length recordings into structured summaries for reviews, audits, and post-incident analysis. On a turnaround, that translates into three distinct documents your team currently writes by hand or doesn't write at all.
Two quick separations before we get into them, because these modules get conflated constantly:
Alerts catch events live. Search finds a moment you're already looking for. Summarization writes the account. Natural-language search is genuinely useful — ask for the white flatbed at the north gate and get the clip, which we covered in natural-language video search for jobsite security. But search assumes you know what you're hunting. Summarization is what you use when the question is "what happened on B shift," and video Q&A is the sibling module you reach for afterward when the summary raises a follow-up you want to interrogate directly.
Shift handoff report
The most repeatable use, and the one that pays for itself first because it runs on a schedule rather than on an incident.
At the end of each twelve-hour shift, the system reads the footage from the cameras that matter — unit access points, lay-down, contractor village entrances, scaffold zones, the ePTW muster area — and produces a written summary of the shift. Activity by area. Vehicle and equipment movement in and out of the lay-down. Periods of unusual density or unusual quiet in a work zone. Anything that reads as an exception against the rest of the shift.
The outgoing supervisor reads it, corrects it, adds the two things a camera can't know, and hands it over. The incoming supervisor starts the shift having actually read something instead of inheriting a verbal summary and a half-page of handwriting.
What this fixes isn't just effort. It's continuity. When the crew that saw Monday is gone by Friday, the shift report is what remains — and it's built from the record rather than from whoever's still on site.
Incident / near-miss reconstruction report
Something happened. A dropped object near the scaffold. A near-miss between a manlift and a crew walking the aisle. A firewatch stand-down that got argued about afterward.
Traditionally, reconstruction means somebody spends half a day pulling footage from three or four cameras, aligning timestamps by hand, and building a narrative in a Word document. On a TAR, that half-day is coming out of a schedule that doesn't have it.
Summarization narrows the window. You give it a time range and an area, and it produces a structured account across the relevant cameras: sequence of events, who and what entered and left the frame and when, the lead-up rather than only the moment itself. Near-misses benefit most, because near-misses are exactly the events that get reported late, vaguely, or not at all — and a written reconstruction from footage turns a hallway conversation into something you can put a number on and close out.
This is investigation support. It gives your HSE lead the timeline and the timestamps so the investigation starts from evidence instead of starting from a blank page. It does not conduct the investigation, and we'll come back to that in Straight Talk.
Exception / weekly TAR report
This is the one in the title.
Across the week, you get a rolled-up document: what was routine and what wasn't, by area and by shift. Recurring exceptions — the same access point being used the wrong way every night shift, equipment consistently staged where it blocks an egress route, an aisle that's been congested since the scaffold went up in Unit 4. Not five hundred alert notifications. A short written account of the patterns those notifications add up to.
The value here is different from the shift report. A shift report is operational — it exists to hand over. The weekly exception report is managerial — it exists to be read in the TAR meeting, argued with, and acted on. It's the difference between "we had 214 PPE alerts" and "PPE exceptions cluster at the north lay-down gate between 19:00 and 21:00, every night, since Tuesday." The first is noise. The second is a fixable problem with a location and a time.
It also becomes documentation. When a client, an insurer, or an auditor asks what your safety posture looked like during week two, you have a contemporaneous written record generated from video — not a reconstruction assembled six weeks later from memory and a spreadsheet.
Shift report vs exception report
The shift report is a handoff artifact: dense, operational, read once by the incoming supervisor and then filed. The exception report is a management artifact: shorter, pattern-level, read in the TAR meeting and used to change something on the ground. They're built from the same footage and the same module, but if you scope them as one document you'll produce something too long for the meeting and too shallow for the handoff. Scope them separately.
Turnaround work is the sharpest case for this, but the pattern holds across the oil and gas and chemicals footprint generally — anywhere you have a temporary population surge, a compressed schedule, and a reporting obligation that outlives the crew.
The Unit on Your Site
None of this works without cameras, and a turnaround footprint is exactly where fixed plant cameras don't reach: the contractor village, the temporary lay-down, the scaffold zones, the trailers that went up three weeks ago and come down in five.

- Your existing cameras count: If you have RTSP streams from plant cameras — Axis or otherwise — Vision works with them. The temporary cameras we bring extend coverage; they don't replace what you have. No rip-and-replace, no forklift upgrade of a plant camera system three weeks before steam-out.
- Uploaded footage works too: You can run summarization against recorded footage that's already sitting on an NVR, including from before we arrived. This is often how the first incident reconstruction gets done.
- Dedicated GPU environment per deployment: Vision runs on NVIDIA video search and summarization in a private GPU environment provisioned for your deployment and managed by Clover IQ. It is not a slow public-cloud API round trip for every check, and it is not shared tenancy with somebody else's plant footage.
- Operated, not dropped off: We don't hand you a rack and a login. Clover IQ operates the Unit and the Vision environment for the duration. During a turnaround your team's attention belongs on the schedule, not on tuning an inference pipeline in a C1D2-adjacent trailer.

What It's Worth
We're not going to hand you a percentage. Every TAR has a different camera count, a different footprint, a different reporting cadence, and a different tolerance for how much detail belongs in the weekly. Anyone quoting you a fixed number for something this site-dependent is guessing.
What we can describe honestly is the shape of the change.
The scrubbing hours mostly go away. The forty minutes you spent last Thursday finding fourteen seconds of lay-down footage was not analysis. It was retrieval — a coordinator doing a search function's job by hand, at night, at the end of a twelve. That's the time that comes back.
Reports get written from the record instead of from recall. The report you file becomes an account of what the cameras saw, corrected by the humans who were there — rather than an account of what three people remembered, unverified. That's a documentation quality change, and it's the one that matters most six weeks later when somebody asks a hard question.
Reports get read. A weekly that's four dense pages of alert counts gets skimmed. A short structured exception summary with locations and times gets discussed in the meeting. Something the team actually reads is worth more than something comprehensive that nobody opens.
Incident and audit documentation has a source. When the question arrives after the crews have demobbed and the drives have rolled over, you have contemporaneous written summaries generated from footage that existed at the time.
The honest caveat: validate this against your own site. Look at what your coordinators and HSE leads actually spent on footage review and report writing during your last turnaround — real hours, not estimates — and compare it to what a structured summary would have cost you in review-and-correct time. If your team already isn't reviewing video, the savings aren't in review hours, they're in the reports you currently can't write at all. Different value, different math, and worth being clear about which one applies to you before you scope anything.
Questions from the Field
What is long-video summarization on a turnaround site?
It's an AI model reading hours of recorded camera footage and producing a written, structured summary of what happened — organized by time, area, and event type. On a TAR, that becomes a shift handoff report, an incident reconstruction, or a weekly exception report built from the actual video record rather than from memory.
In practice, the coordinator's job shifts from finding and describing to reviewing and correcting. The summary is a first draft assembled from the record. A human still owns what gets filed.
How is a video summary different from real-time safety alerts?
Alerts fire in the moment — PPE, fire, perimeter, restricted zone, man-down — so someone can respond while it still matters. Summarization works after the fact, reading a shift or a week of footage and writing an account of it. Alerts protect the response window. Summaries produce the record. You want both, and they solve different problems.
A useful test: if the answer needs to reach a radio in under a minute, that's an alert. If it needs to reach a report, that's summarization.
Can this use the cameras we already have during a TAR?
Yes. If your cameras produce RTSP streams, Vision can work with them, and you can also run summarization against footage already recorded on an existing NVR — including footage from before we mobilized. Temporary cameras on the Mobile Connectivity Unit extend coverage into the lay-down, contractor village, and scaffold zones where fixed plant cameras don't reach.
Most TAR deployments end up as a mix: plant cameras for the units, temporary cameras for everything that only exists for six weeks.
Does summarization replace HSE investigation or the weekly TAR meeting?
No. It provides the timeline, timestamps, and structured account that an investigation starts from — it doesn't perform the investigation, assign cause, or make findings. Same with the TAR meeting: the exception report is what the meeting reads and argues with, not a substitute for having the meeting. Firewatch, permit-to-work, ePTW, and PSM programs are unchanged.
The best outcome we've seen described is that the meeting spends less time establishing what happened and more time deciding what to do about it.
What does a scoping call for turnaround video summarization cover?
Turnaround dates and footprint, existing camera coverage and whether streams are accessible, where temporary coverage is needed, which reports you actually want (shift, incident, weekly exception, or some subset), who reviews and signs them, and your retention requirements. It also covers whether a paid site survey is warranted before the turnaround window.

This is not right for every turnaround, and we'd rather say so on the call than three weeks into a deployment.
If your camera coverage is thin, fix coverage first. Summarization is only as good as what the cameras saw. If the lay-down has one camera pointed at a gate and nothing covering the aisles, a summary of that footage will be accurate and useless. Coverage first, alerts second, summarization third. That order isn't a sales sequence — it's the order in which each layer becomes worth anything.
If nobody reviews video today, start smaller. Some sites have cameras that exist purely for after-the-fact theft disputes and have never been part of the HSE workflow. Dropping structured shift reports into that environment produces documents nobody has the habit of reading. Start with the five alerts and build the habit of video actually informing decisions. Add summarization when there's someone whose job it is to read the output.
If you're looking for a compliance product, this isn't one. Summarization does not replace HSE investigation, firewatch, permit-to-work, PSM, or any OSHA program. It doesn't make findings and it doesn't assign cause. It writes down what the cameras recorded so your people can do their jobs from evidence. Anyone selling you AI that closes out incidents is selling you a liability.
If your turnaround is under a week with a small contractor count, the math may not carry. The value scales with footage volume and population surge. At 400–600 contractors across a multi-week TAR with night shift running, the reporting burden is real. At a two-day outage with forty people, your coordinator can still hold the whole thing in their head — and should.
Where it does fit, the pitch is narrow and specific: your team stops spending its evenings scrubbing footage to write a report from memory, and starts reviewing a report that was written from the record.
